VPF has released a notice modifying the promotion and relegation criteria for the 2025/26 National Professional Football Leagues.
On September 24, 2025, VPF Company issued a notice revising the promotion and relegation slots for the 2025/26 National Professional Football Leagues and amended the regulations of the 2025/26 V-League as follows:
Regarding promotion and relegation slots in the 2025/26 National First Division Football League Implementation of the regulation1.5 promotion slots(Clubs promoted and those participating in the Play-off match must meet sporting achievements and the licensing criteria set by the VFF) and1 relegation slot.
These regulations have been detailed in Section 26 of the 2025/26 National First Division Football League Rules issued on September 18, 2025. Regarding relegation slots in the 2025/26 V-League and amendments to the league rules
Adjustment of relegation slots in the 2025/26 V-League rules from 2 slots down to1.5 slots. The clubranked 14thin the overall league standings must be relegated to the 2026/27 National First Division Football League.
The club ranked 13th will compete against the clubeligible to play in the Play-off matchfrom the 2025/26 National First Division to determine which club will participate in the 2026/27 V-League. The winner of the Play-off will compete in the 2026/27 V-League; the loser will play in the 2026/27 National First Division.
Due to Hòa Bình Club’s last-minute withdrawal, the First Division reduced its number of teams from 13 to 12. Meanwhile, this season’s rules originally allowed for 2 direct promotion and relegation slots between the First Division and the V-League.
With the change in the number of teams, VPF Company has reported and proposed that the VFF review and adjust the number of promotion and relegation slots accordingly. (Previously, the 8th Executive Committee Resolution of the VFF for the 2022-2026 term stipulated: the top 2 teams gain promotion to the 2026/27 National Championship, and the bottom 2 teams are relegated to the next season’s Second Division).
