Popovic has named the 18-year-old in his Australia lineup for friendly matches against Venezuela and Colombia as the Socceroos prepare for the 2026 World Cup in North America.
"He's definitely worth evaluating," Popovic told the press.
"I'm very open-minded about how that might develop both in the short term and long term."
The right back participated in last month’s under-20 World Cup in Chile but has not yet played for Manchester United's senior squad despite being highly rated.
"Watching him closely in Chile, I was impressed," Popovic commented.
"We have strong connections at Man U, so we are aware of his training routine, how often he trains, and his involvement with the first team.
"He’s getting match time with the under-18s and under-21s, and he’s increasingly being called up (to first team training) more frequently."
The Socceroos face Venezuela on Friday in Houston, Texas before taking on fellow World Cup qualifiers Colombia in New York next week.
Overy is one of seven uncapped players in the squad as Popovic aims to increase squad depth ahead of the World Cup.
Another player is Al Hassan Toure, the elder brother of striker Mohamed Toure, who has earned six caps for the Socceroos.
Sydney FC forward Al Hassan recently scored a hat-trick in the A-League, and Popovic said the staff were impressed by the 25-year-old’s strength and pace.
"(He’s) somewhat different from what we currently have," Popovic said.
"We want to see how he fits into our setup. We also know he didn’t have an ideal pre-season regarding his fitness and training volume.
"He has shown flashes in the A-League that suggest he could be considered for the World Cup squad. If not this time, then possibly in the future."
