Denmark and Sweden had presented a joint bid, while Poland was also in the running.
Italy and Portugal withdrew their bids before the vote, choosing instead to concentrate on preparing to co-host the men's Euro 2032 and the 2030 men's World Cup, respectively.
"All the presentations and bids were excellent, but there can only be one winner, both in football and in life," said Ceferin.
Germany previously hosted the tournament in 2001 and as West Germany in 1989, winning on home ground both times.
"It has been a long journey. There are so many people at the DFB (German Football Association) who worked hard to secure this tournament. Thanks to everyone who supported us; we felt that support throughout the campaign," said DFB president Bernd Neuendorf.
