Chelsea FC has been fined £10.75 million – the highest in Premier League history – along with transfer-related disciplinary sanctions after admitting past regulatory breaches.
According to the official announcement, the Premier League has concluded two separate disciplinary processes after Chelsea voluntarily reported potential historical regulatory violations. These breaches involved improper payments to agents and other individuals across multiple transfer deals.
The investigated transactions occurred during Roman Abramovich's ownership of the club, from 2003 to 2022. Most cases focus on deals from the 2010-11 to 2015-16 seasons, including notable signings such as Eden Hazard, Samuel Eto'o, and Willian. This fine surpasses the previous record held by West Ham, who were fined £5.5 million in 2007 for breaching rules in the acquisitions of Carlos Tevez and Javier Mascherano.
Besides the financial penalty, Chelsea has been subjected to an immediate nine-month ban on academy player transfers. Additionally, the club received a one-year ban on first-team transfers, which is suspended for two years, meaning it will only be enforced if they reoffend within that period.
In its statement, Chelsea stated that the club fully cooperated with the investigation, providing thousands of documents and fully responding to all information requests from the Premier League. The club also disclosed that during the investigation, a third party provided additional evidence regarding potential regulatory breaches by a former staff member in some academy transactions. Chelsea promptly reported this information to the league organizers.

Nevertheless, Chelsea's swift penalty and case closure have drawn public attention to another issue: the 115 financial misconduct charges against Manchester City still await final resolution, despite being announced in 2023.
This contrast raises questions about the speed and consistency of the Premier League's financial investigations, especially as Chelsea accepted penalties and closed the case, while Manchester City's proceedings continue without a formal verdict.
