Dalian Foot Management Center was established in 2023 and is a subordinate institution of the Municipal Sports Bureau. According to Wang Suolong, the positioning of the Dalian Football Management Center itself is a "service department" rather than a management department, and the original intention of its establishment is to provide more assistance to Dalian football, and its main work is to help Dalian's youth training and coach training.

As for whether it will overlap with the work of the Dalian Football Association, in principle, there is no conflict. The main reason is that the Municipal Football Management Center focuses on promoting and solving the links that are unilaterally difficult for the Football Association to promote in recent years, such as matters involving cross-field dealings with government departments or institutions, and other problems that need to be reported upwards and involve cross-cutting government departments to communicate and solve, and the Football Management Center will try its best to assist in promoting.

In his speech, Sun Jihai hoped that the Foot Management Center could further pay attention to and solve the problem of difficulty in advancing and studying for youth trainees, which is often referred to as the problem of "retirement at the age of 12". At this point, Jinpu New District has been at the forefront, setting up a football experimental class, which is consistent from primary school to high school, and this model should be promoted and popularized to other schools in the city. Sun Jihai repeatedly emphasized that only by solving the worries of parents will they be relieved and bold to let their children practice football.

The person in charge of the little eight from Jinpu New District focused on the unification of standards for the details of Dalian football youth training. The so-called standards are unified, such as the length of the game, the size of the field, the size of the ball, and when to switch from a small ball to a large ball. The Little Eight is mainly aimed at students of primary school age, and in some daily competitions, some of the 7-a-side games are 20 minutes per session, and some are 25 minutes; There is no standard for the size of the pitch...... In this way, every time you go out to play, everyone has to re-familiarize yourself with the various venue standards and time rules.

The reason why the person in charge of Little No. 8 mentioned the issue of unification of standards is that the institution has recently recruited a Japanese student, and after communicating with the parents of Japan students during the daily training process, he learned that Japan's grassroots football is only different from Japan's professional football in terms of training volume and difficulty in formulating standards and training logic, but the understanding of football and the norms of basic events are the same.

At present, the institution is facing the challenge of switching from 8-a-side to 11-a-side play and changing the type of ball used in the game, but does not know where to hire the right coach and the timing of the change of football, and hopes that the Football Management Center can help. The whole meeting lasted about an hour and a half, and the delegates spoke enthusiastically and put forward many valuable suggestions from the grassroots frontline, some of which needed to be solved by government departments.
